Coastal Counties Workforce, Inc. (CCWI), the Local Workforce Development Board for Maine’s six coastal counties area, seeks to hire a “Program Manager” to assist CCWI with U.S. Department of Labor (USDOL) — funded grants. CCWI’s Program Manager is a management level position providing program oversight of regional USDOL workforce development grants project. The primary responsibility of the Program Manager will be to oversee and implement contractual obligation under the Opioid National Emergency Grant so that all goals and objectives of the grant are met. The Opioid National Emergency Grant is designed to support individuals who are either in recovery from substance use disorder or looking to go into substance use treatment fields, enter or re-enter the workforce. CCWI does not provide direct services. A primary role for this position will be to interface with all project partners and stakeholders to ensure timely and effective implementation of all grant activities and compliance with all federal requirements. 

The Program Manager will also assist with Workforce Investment Opportunity Act programing and other discretionary grants as needed. This will include administrative operations, tracking and reporting project outcomes as well as the coordination of all activities and stakeholders to accomplish grant goals and metrics. 

Duties Include: 

  • Manage Opioid NEG project goals outlined in the grant award 
  • Represent CCWI and act as liaison between MDOL, sub-grantees, and other project partners to ensure strategies and objectives are achieved 
  • Work with Director of Operations in monitoring expenditures to ensure that funds are both being expended on eligible costs and that expenditures are within budget 
  • Assist in the development of MOUs and/or MOAs as needed for program outcomes 
  • Draft/compile and submit grant reports including quarterly, progress and final reports for leadership and funding agencies consistent with all program goals and objectives 

Requirements: 

  • Bachelor’s degree and three years of workforce development and/or grant management experience; or 
  • An appropriate combination of education, training, and experience that demonstrates the ability to perform the duties of the position. 
  • Demonstrate a high level of skill with interpersonal relationships and communications. 
  • Must possess a valid state driver’s license (and/or have reliable mode of transportation). 
  • Must possess strong knowledge of Microsoft Office software. 
  • Must successfully pass both a reference and criminal background check.
