Local Plan 2025-2029

Introduction
Under the Workforce Innovation and Opportunity Act (WIOA) each Local Workforce Development Board (LWB), in partnership with the chief elected officials (i.e., county commissioners) for the local area, must develop and submit a four-year comprehensive plan to the Governor. The four-year plan covers workforce activities to be conducted by the local area between July 1, 2025, through June 30, 2029.

The Local Plan elements will address the foundational WIOA principles, by fostering strategic alignment, improving service integration, and ensuring that the public workforce system is industry relevant, responding to the economic needs of the local area and matching employers with skilled workers. To that end the local plan sets strategy to direct investments in training and workforce programs.  The Local Plan must be developed to support achievement of the State’s vision and goals, as outlined in the State Plan.

Public Comment Period – May 22 – June 2
From May 22 to June 2, the Coastal Counties Workforce Board, covering the 6-county area of York, Cumberland, Sagadahoc, Lincoln, Waldo and Knox counties, and the Coastal Counties Workforce, Inc., (its administrative entity) are accepting public comments on the area’s four-year (2025-2029) local plan required by The Workforce Innovation and Opportunity Act (WIOA) of 2014. WIOA is designed to help youth, job seekers and businesses. The comprehensive four-year local plan, serves as a plan to develop, align, and integrate local area service delivery strategies with those that support the State’s strategic and operational goals.  Comments on the plan must be submitted in writing by COB on June 2, 2025.

Process
Coastal Counties Workforce, Inc.
